I am sorry this is happening, so not fun. I would double-check and go over this https://experienceleague.adobe.com/docs/workfront-learn/tutorials-workfront/integrations/outlook/int... again to make sure. I would also double-check and see if you have a webhook and set up a fusion for that custom form and link it maybe that would be another avenue. It could be a solution to the issue you're having.
