We have projects that are used by only an individual as all their one off tasks. It's easier to use work effort than planned hours for those because when they're entering a task for something they usually don't know how long it will take - just the size of the task.

We've also used column rules to "duplicate" the work effort feature for projects and requests.

Yes, but only in some cases. It gives us a better understanding of workload than planned hours.
