Has anyone built two stage proof workflows where internal reviewer is same, but client is different?

We have hundreds of clients, but just a couple of internal reviewers. Our classic workflow is internal review approve/reject,and if approved, it goes to client, and if reject, it goes back to the designer. The challenge is we have hundreds if not thousands of internal clients, so I'm not sure how we build repeatable workflows easily. Is there a way to pull the client from the workload balancer?

Currently we use Fusion, but it fails at least once every 30 proofs, which is messy.

Unfortunately, you can't use wildcards in Proofing workflows so it would have to be something is hard coded on the flow, which means many many workflows. 

Your best bet is likely Fusion and I'm curious what the failures you are experiencing are and if there is a way to solve it there.
