Can anyone help me how to find who changes a user access level and which date its changes , I also check an audit log but i could not find anything to get enough information .

There's two things you could possibly be looking for in that question. Do you want to know who changed the configuration of the Access Level itself? Or who modified what access level a specific user was assigned?
The audit log for 'Access Level' will show you changes to the configuration of an access level itself. If you go to the audit log for 'User', then you will see who changed a specific individual. The User Name column is the person who made the change, and the Object column will show you who they updated. Details will give you the before/after setting.

Thanks for your guidance, as you suggested audit log setting i made that changes, but i did not get any result around it and if i select any specific user also still i am not received any output please see the screenshot below

That filter will get you changes to the access level itself. If you don't have any results, then nobody made any changes to one in the date range you have selected. That's not particularly unusual, access levels aren't often changed once they're set. This is what you will see if there is a logged change.
One point to clarify - the audit log only records big changes, like the change from Edit to View access in my sample below. It doesn't log actions within a certain level, like removing Delete from the Edit options for an object. You might be looking for a change that simply isn't recorded?
