Thank you for your question! The 'refused to connect' error is pretty common and is usually the result of a website not allowing you to embed it as an iframe. In this case, Tableau.
If the web page you want to embed in a dashboard does not allow this, the page does not display in the dashboard and will show that error message. You can still access the external page by clicking the name of the dashboard section.
