Workload Balancer - Option to disable Filter "View Sytem-Wide" Setting

The current Workload Balancer Filter Sharing Module allows all users to enable "View System-Wide Setting". This would cause the unnecessary and approved filter to share with all users.

It would be great if the System Administrator had the option to disable/hide the "View System-Wide Setting" for the Workload Balancer Filter Sharing Module.
