Unlock the ability to allow Groups/Subgroups to make changes to "logging time" preferences

Description - This option is currently unavailable and we would like it to be available.

Why is this feature important to you - We have Groups who want to prevent their users from entering time on Projects, some that do. We need to have that flexibility

How would you like the feature to work - Make it not greyed out

Current Behaviour - It's greyed out. 

I am assuming that this is in the roadmap somewhere, but I would love to know if and when this will occur.
