When an issue/request is entered, the Entered By individual has Manage privileges on the issue.
When said issue is then assigned to a different Primary Contact whose privileges are defined in the Request section of the project's access, the Entered By individual privileges change to match that of the Primary Contact.
So if the Primary Contact has been defined to have limited Contribute and/or View capabilities, the Entered By privileges are downgraded to also have these limited capabilities; Entered By no longer has Manage privileges. The issue ends up with no one having Manage privileges.
Whatever privileges are specified for the Primary Contact/Requestor are to be applied only to the Primary Contact/Requestor, with no change in privileges for the Entered By.
