Restrict Users Updating Comments On Inactive Tasks/Issues

We need a way to prevent comments/updates being applied to tasks or issues that have been completed. Scope creep is better managed if we can restrict users from going back to completed tasks with questions or comments about historic matters which will force users to create new requests as a result.

Configurations settings at a user or group level to this end would be ideal
