Request queue- recent paths turn off suggestions

When one opens a New Request, the Recent Paths loads at the top.  I would like to be able to turn that feature off as it seems to be confusing some of our users from time to time. Especially if they are not regular users. They tend to not look further down the drop down list.

I would like to have the option to either turn the recent paths off or on. Turning it off for less frequent users (external users, requestors, etc.) but keep the feature for more frequent users.
