"Soft Exceptions" for Schedules

Description - Have an option for a soft exception to include code freezes, holiday weeks, and other annual periods where resource availability for project work is limited.

Why is this feature important to you - It will help my organization track task dates and avoid having task dates when many are out of office or focusing on operational work. Task dates get pushed out and there is no current way to "warn" a PM that the new go live or deliverable is scheduled to deploy during a code freeze or holiday week.

How would you like the feature to work - Dates can be entered as a "soft exception" in a schedule to be assigned to a group. For IT we would enter code freeze dates. If a task start or end date is assigned during that "soft exception" the PM will be notified or the date will be highlighted to let the PM know they may want to review that date. This will be a soft exception since not all projects are impacted by code freezes and holidays.

Current Behaviour - There is currently no visibility to time periods where there are recurring resource constraints or technical restrictions. The current exceptions of a schedule are hard and are meant to be used as a blackout for company holidays but there is no current solution for days when it is not ideal to have a task due.
