Provide the ability to prevent timesheet comments since they don't post to the project task

We would like the ability to prevent users from adding comments directly on their timesheets..

Reason: If a user adds a comment to their timesheet, by clicking on the "+" sign on hours logged - that comment does not post back to the project task. We have staff adding comments to their timesheets, about project tasks & the Project Owner/Team don't know about them.

Also, for adoption we want uses to focus on their "My Work" queue for logging time, updating task percentage & adding comments.
