Notification to Request Submitter that Issue is Converted and Redirection of Converted Issue to New Object

Users who submit a request to a request queue should receive an automatic email when their request is converted to a task, project, or other object type, with a link to the new object so that they can track its progress. The original issue URL should continue to exist after conversion (even if the issue is "deleted") and should redirect to the converted object. Currently, the requester receives a confirmation email with a link to their request after they make it, they file it away for future reference. But if that issue is deleted upon conversion, the link in the confirmation email does not work anymore and does not redirect to the converted object, so if the requester goes back to the confirmation email to check on the request, they are lost.
