Making option available for System admins to check who scheduled or cancelled Sandbox refresh

Description - Currently there is no way system admins can check who scheduled or cancelled Sandbox refresh

Why is this feature important to you - It will help system admins keep a track when & who had scheduled sandbox refresh. In case someone accidently cancels a refresh it will be easier to track for taking corrective actions.

How would you like the feature to work - Tracking details can be available on UI or in Setup -> System -> Audit Logs section

Current Behaviour - System admin don't have the ability to track these changes. We have to reach out to Adobe support team who check on backend
