Make KickStarts available for non-admin users

Request:

Make KickStarts available for non-admin users.

Benefit:

Users use often tools outside Workfront for first drafts of project schedules. Enforcing Administrator Access to import these data can overload Administrators. Using e.g. Group Admins for this activity would be beneficial.

I like it -- but to quote Peter Parker.... With great powers come great responsibilities.

as an Admin I would want this feature to be disabled if needed. Since Kickstarts don't perform any data validations and can be at times problem-matic; time saved might create more admin time.... just my observation :-)
