Locking a project after completion

We would like to see an option that the whole project is read only after it's completed so new comments can't be left unless the project is reopened by an admin. We have had several users that go into a completed project and want to make changes so they leave a comment in the updates and/or on the proofs and just expect us to know they did that, without any tagging.
