Limit the ability to add document folders to Planning and Admin users

In the current system set up, anyone can add a folder to the documents section of a project. It's the wild west when it comes to organization.

The Project Manager / Project Owner should have the limited ability to set this structure and manage it for the team.

Limit the access to add folders to the Planning and Admin user levels.
