For each layout template, you should be able to enable or disable the 'New task' button and 'add more tasks' hyperlink so that organisations can have a standard approach and training manuals that reflect that. This should apply to all lists (e.g. 'New issue' / 'add more issues').
For each layout template, you should be able to disable creating / importing / requesting projects, so that projects can ONLY be created if you have access to a template.
