If a custom form is inactivated in Setup, it should be inactive on all subsequent Queue Topics on projects

Description - Currently if an issue form is inactivated in the set up the form still remains active on the queue topics of a project. This leads users to continue using that form and creating entries with that form that shouldn't be used. 

Why is this feature important to you - this creates a huge governance and system clean up issue. The form was deactivated for a reason, thus it should be not usable on projects if it is part of the queue topic! 

How would you like the feature to work - I open on this one, but ideally the user should get an error message when trying to create the issue saying this form is deactivated and contact a system administrator for a solution.
