Home - Delegate My Approvals link - make display of field "smart"

On the new Home, make the option "Delegate My Approvals" either:

1) "Smart" so that it only displays if a person is part of an approval process by direct association to an Approval Process.

2) Configurable so that a System or Group Admin can determine if they want this option to display on specific layout templates.

For the most part our Team Members do not use Approval processes and the fact that this displays on the Home view creates questions/confusion and takes up unnecessary space.
