Enable Group Admin Control of Companies

We use companies to assign rate cards to our projects. These companies each belong to certain groups, and we would like the corresponding group admin to be able to edit their companies' billing rates. Currently only a system admin can edit billing rates and it is less efficient than allowing group admins edit access.
