Don't mark reviewer with green SOC indicators if they haven't actually reviewed & commented!

We noticed that if a reviewer is Not Relevant because "Only one decision is required" and another reviewer and approver already made the Decision, people that haven't even opened or viewed the piece at all are showing misleading green indicators of SOC implying that they have not only reviewed, but added comments!

By automatically marking the Sent, Opened, and Comment made indicators for users who's review is "Not relevant", it is misleading to the Project Owner and the team who reads this.

These indicators should remain white if the reviewer has not actually Opened or Commented on the piece.

This would be very helpful when only one decision is required as well. It is hard to tell at a glance who made the decision when everyone has green boxes and actually show as a "decision" rather than indicating the truth - that no action happened for the other reviewers that did NOT make the decision.
