As a system administrator, I would like to set up notifications based on the access level, so that when we set up new users we can be assured that they are getting a standard set notifications.
- If we change users access levels, their notification set would change too
- If a new PM sets up a new user we can confidently say they will get notifications for xyz.
- If we need to batch edit users notifications (from legacy or implementation users) to updated dashboards and notifications we can just change to a new access level
