[CLOSED] - Logged Time Requirements

Create a flag at the project level which when selected requires all tasks and/or issues on that project to have time logged before they can be completed or move to 100%. Flag can be toggled on and off.

Love this idea. Would save a lot of chasing people to get their time logged.
