Allow timesheet approvers to move time from one task to another task and add new tasks

Allow timesheet approvers to move time from one task to another task on a different person's timesheet. This means that timesheet approvers need the ability to add a project/task onto another person's timesheet in order to move the time.

Example: Worker logged 2 hours to General Overhead, but timesheet approver/manager knows that 1 hour should have charged to a real project. Timesheet approver should be able to move that 1 hour instead of just entering a comment and rejecting the timesheet back to the worker.

We still need improved functionality on timesheets including the ability for a timesheet approver to move time to another task on behalf of another user.

So we are now 5 years later and we still cannot bulk move time for a user from a location to another location.  We have to manually open timesheet, add new task, add time, then remove the old hours.  And if the person incorrectly logged time across several timesheets, then this multiple step process has to be done over and over again.  So frustrating.
