So here is an example of what is being asked:
Requestor submits Issue with 9 out of 10 chapters of a publication. Layout start cannot wait for the missing chapter. Draft of the layout has been approved. In the meantime, the missing chapter is also finished and can be plugged in. Requestor need to upload the missing chapter but can only do this at the Issue level of Documents. The only way the document can be added at the Task or Project level is through down- and uploads and then, of course, not from the individual who is submitting it.
This is not an ask that Requestors gain access to the entire Documents area of Projects and Tasks but that at least an upload is possible post-submission of an Issue.
