Allow Filters and Grouping drop-downs on Charts tab

Currently, custom filters can only be applied on the [Details] view. Charts only show the default filter, and cannot be manipulated.

I'd like to see the [Filter] and [Grouping] settings on the Charts tab.

Current Problem 1: Report End Users can't easily manipulate reports to answer their own questions

My executive team likes to see things visually, and then toggle between different settings (what does it look like for the last month? now last quarter? what about last year's numbers? can we change the grouping and break down by individual instead of manager?). This information can be found out in the Details view, but not in the Charts view without making a separate report for each question.

Current Problem 2: Quick Counts are hard to get in Details View

We like to get quick counts. Example question: How many assignments were completed by each Manager's Team during the last quarter? // To do this, we'd apply the custom filter we built for that time frame.

But depending on how many items are displayed on the chart (250, 500), the parenthetical number shifts, so it's not a particularly helpful number. The workaround is to show "ALL", but that can take a long time to load if you have many thousands of objects.

The Charts view shows a total count and loads more quickly (which is great). Unfortunately, it only shows the Report Default filter and doesn't allow a custom filter to be applied.
