Ability to enter time on a Program Level.

When using the "Program" to house a Campaign or a Brand, it would be great to have the ability to log time at this higher level versus having to drill down to a project, task or issue. It would be a nice option for those instances where drilling down is not needed or required.

Example:

We have a Campaign that could house 100 projects. It would be easier for the team to log hours to the campaign (Program Level) then to try and drill down to each project they touched, or potentially add .25 to 32 projects per day.
