Ability to control/set default template for new auto-provisioned users.

Allow new 'requesters,' that are auto provisioned in, to land in the Requests area [until their access/layout template is changed].

**Had this ability in Classic and don't have it in WNE so I manually have to move all users from Classic to WNE to assign the right template for Requesters

Need the ability to tie a layout template to specific access level [though if you need more than one Requester layout template --- not sure if that solution will work]

The Auto Provision attribute if applied, will override any adjustments that you do to the user after the are in the system the first time -- so it does not apply here.
