Hi there.
Today, we also received this error when attempting to create a webhook. The account we are using for the connection is a Standard Access Level that is not a System Administrator.
Anyone out there see it before?

To the best of my knowledge, and somewhat confirmed by Adobe Support, the following appears to be the case.
On the documentation page for creating webhooks, it states that a 'Standard' License (work or higher) is required.

This is potentially misleading, as on the Event Subscription API documentation page, it states:
"An access level of “System Administrator” is required to use Event Subscriptions".
Please correct this assumption if wrong.
