Vidya,I don't think it is a good idea to add GTM using DTM. TMS cascading can create lags and side effects.What is the final purpose of this request following your data governance? Why you don't provide an adapted access to DTM to the requester ?

Is there a way to delegate a shared dashboard to another user to give him the right to update it without making a copy ? The concerned dashboard is used and scheduled to other users and the purpose is not to go through a complicated process (save as, update copy, reschedule it, share, remove old one...
