There certainly is an issue in this area and from the information you've given it looks as if this is the same issue.We'd recommend that you open a support ticket - to register that you too are experiencing the issue.

Moving a component is standard behaviour - the following section should help (or the second if you need to use the classic UI):Moving a Component - Touch-Optimized UIMoving a Component - Classic UIDepending on the length of your page, you can also use Cut (or Copy) and Paste.Hope that helps.

With AEM 6.0 SP2 this issue has been fixed for the touch-optimized UI - so you can do want you require in both UIs.
