I am glad someone found this thread helpful, but after spending almost a month with Adobe support, my issue is still not resolved.

I've rebuilt the component using the new copies of the Adobe jars that I need to include. I've also rebuilt the external jar that wraps the web service calls using the Java version that AEM Forms 6.4 uses. Neither of those things made a difference.

Yes, Forms Workbench. What do you mean by rebuild it in the new environment? There are multiple services offered in the component but the ones that don't consume web services work fine.
