Can you pls check the permissions for the user. I think the user do not have delete permissions. Can you pls conform. The image uploaded is not loading can you pls re upload.

OOB does not provide any widget to create a Tag on fly on tagpicker. You need a new widget or servlet to do that using TagManager or Node API.

Can you pls hit your servlet on aem server and look at the logs. make sure you pass correct query parameter when hititng the servletGenerally it should show throw some error if servlet is not resolved or not registered correctly in servlet
