I haven't used in aem 6.3 but it seems this "caas" selector is not working on aem 6.5.And to consume it as content as a service you should be following this- https://docs.adobe.com/content/help/en/experience-manager-64/developing/components/json-exporter.html

Did you try to add the clientlib from page properties of aem template?

Make sure the system user is present on AMS, which you have created on your local and also make sure relevant permission are added to that system user on AMS.

No you can't you need to migrate static template to editable template then you can use style system.
