Do you see any antisamy warning the logs once you try to save the RTE dialog ? Can you share the log trace here ?

Before you install the package, Try the new 'test install' option in the package manager.  From what I see '-' no change to the repository occurs so either the filters are incorrect or the package definition.If you can replicate it consistently, maybe attach the package for review.

In 6.2, Tagpicker doesn't support the required property as the code to support it doesn't exist. This was fixed in 6.3 for sure.  Adobe Internal reference: CQ-95783  if required.

Tagpicker has been deprecated in 6.3 as this coral Ui 2. You need to use /libs/cq/gui/components/coral/common/form/tagfield going forward which coralui3 based widget.

I just tested this on AEM 6.3 and things work well. Once you invalidate the /var/clientlibs using [1] and then revisit any page (say /aem/start.html), /libs/clientlibs/granite gets regenerated.[1] : http://localhost:4502/libs/granite/ui/content/dumplibs.rebuild.html?invalidate=true

Yes you can delete this folder. This is created to archive all the old logs, configs once you upgrade the AEM instance.
