one of the way to handle is, send an email for the authors/approvers so that they can login to publish instance and approve. I am not sure if your req can be achieved and even if it has to be done it would need lot of customization.

If you have any other references in your service, remove all of them and try simple with resourceResolver and it should work. I dont see any option to turn it off on Touch UI dialog. Please raise a support ticket for the same.

as @edubey mentioned, get the resourceResolver from the request and then adapTo session or you can use whatever you have mentioned. Even thats correct
