Which AEM version are you using?

Check the permission of the workflow group which is triggering the custom scheduled activation workflow.It seems the group does not have the permission.

@ponugop : Try creating a user with a different user id and see if the same problem exists.

Make a call to /libs/cq/security/userinfo.json in your code after you are loggedin.
