This is my understanding. Correct me if I am wrong. 1. Channel Ruleset works globally. It does not have to be assigned to specific campaign / journey. 2. Specific journey Rulesets works only for those journeys which these are assigned to ?

Its not possible unfortunately. However there is a Streaming HTTP API destination. You can activate you streaming audience there
