I think you may need to look at the sharing permissions for the custom form called"Residential Idea Brief".

I've had this happen multiple times over the past month; Support was able to delete the status for me. The deleted status(es) were showing up as an option when building reports, too.

We work the same way as @ScottMo1 - we have a status called Not Applicable and we 0 out the duration and planned hours.
