Our users noticed this change and I opened a support case for it. That's when I was told the change was put in recently by development team, to improve performance.

Adobe development team made a recent update to the documents tab, where the document counter on the Project level is now counting folders and assets on the root level only. @jbarron Our users would really like to have filter on project status for proof approval reports, because it shows all the pending approvals even for completed projects and there are quite a lot of them.
