I think the issue is not about policy but I crossed checked the component and layout policy. The problem is with loading responsive grid component as part of page component itself.

No, it is actually same API call. By default it should pick up all dependencies and load the dependencies first before actual clientlibs. 

Should it pick all the dependencies automatically ?

Thank. I think I should go with ECMA script. But I see ECMA option only for "OR Split" component. I dont have any use case for OR Split. Is there any dedicated component for ECMA script ?
