Its got fixed.basically two java version (1.8.0_251 &1.8.0_161 )was running on the local even though pointing to a latest java version it didnt work.Deleting java version1.8.0_251 and restarting my local fixed this issue.

Yes Felix console is accessible and all the bundles are active.I can navigate to sites.html but no project site hirerarchy is showing up. On clicking on AEM icon on the left page Keeps on loading
