The issue has been fixed. There were some issues with the authoring client library, which was missing the client library listed in the embed property.

I suspect this is more of a permission issue. I have compared the permissions for Target Administrators group as well. Not sure if we need to check other groups as well.

I see similar issue in AEM 6.5 (author mode) if we navigate to preview mode from Edit -> Targeting -> Preview.  Can you let me know what was fix implemented to fix the issue?
