is there a way to block crx Only for Content-Authors? (by usage of permissions through /useradmin?)

that talks about creating a custom OSGI config. I am looking for something via permission in /useradmin. Is there any path that can be blocked for a group of users?

I have create a custom Group which is inheriting permission from OOTB Content-Author, they shouldn't be able to access CRXDE, how do implement this?
