You used to get a single blue line between those steps allowing you to add additional steps.  The only way you can do this now is by deleting all the stages up to the new one and then ad...

You used to be able to drop a page anywhere into a fallout you had built. Now if you want to add an additional page in the middle or at the start you have to delete everything to that point and then re-add them all again. So frustrating.
