Check and verify if you can achieve this by implementing ACL's i.e. jcr:modifyProperties, for the user or group ?   See privileges here:User, Group and Access Rights Administration

Is there a chance that the page is checked out/locked by other users ?

If the page is linked to or referenced, then these references will be listed in the Adjust/Republish step. You can indicate which should be adjusted and republished as appropriate.
