@Aaron_Dempwolff is your external dependency flying-saucer-pdf osgi compatible? If yes you need to add that dependency to your all package similar to core dependency.
If that external dependency is not OSGI compatible, you create one.

@BSDevil I would recommend to have individual EDS github repo per site or maintain one branch per site and maintain its own blocks and code.. basically treat fstab.yaml file single source of entry..

To answer your question to can you goto to replication agents on author page and see if any other agents are in active state? In most cases, AMS will create different agents to configure replication...
@edge3436 only #1 and #3 valid. #2 is option to support universal editor feature when you need wysiwyg feature and with multiple content source options..
