You will probably need a task report and show a column for assignments. Then you can filter via Assignment Roles > ID to narrow it down to Creative Project Manager.
How is the PM indicated on your projects, via a custom field or are they the owner? If they're on a task on the project then you may be able to use assignments.
I agree, we need to be able to pull that into dashboard reports as our users don't use the home screen. We also don't use planned completion dates, so it would be nice to be able to use a custom date, similar to what is used on the calendars.

Be sure to check the filter. We had one that accidentally got submitted (we don't submit ours for approval). Once it was submitted it no longer shows on My Open Timesheets.
Could you create a project custom form field that either calculates from that task field or fusion could read the task and mark the field on the project custom form. Then you could check projects for that field being empty?
It is reporting canvas. You will need to go into your admin layout template and add the reporting beta to your main menu. Then (if they have reopened the Beta), you can opt in and Adobe will copy your data over for the Beta. Ours took about a week to get activated for testing.

Can you use the Is Current Document Version filter to eithe include or exclude the older versions. I couldn't tell if you were wanting the old versions or only the current version. It is a true/false filter.
