Our use case is that the user should be able to create but not copy the same resource because each resource has an id that needs to be unique. And copying a resource would just create a duplicate.

How do I create the same kind of experience fragments with the same layout of components in with but with different content programmatically? Is there a service to create an experience fragment?

There are other form data models that have the same problem in this environment. The same have been working good in the other environments but this specific environment  it is not able to get the elements from the data source. Also, I tried the above method, it didnot work.

Can the dataref be set to an xml source and populate the fields without reloading the form?

I am not invoking the FDM programatically. I am using the FDM to create the form. so when I am prompted for what kind of form model is supposed to be chosen for the form, I am selecting this FDM.
